New York has many resources available to help residents with low to moderate income afford energy efficiency upgrades. If you are in HEAP, SNAP, TANF or other income eligible programs, you can get free energy upgrades for your home. This program starts with a free assessment to determine any resident’s energy use and provides a clear plan from a qualified contractor on how to improve efficiency and reduce energy costs. A brief list of the eligibility requirements is featured below and links to more detailed charts are on NYSERDA’s website and are included  on this page. 

Those already in HEAP and SNAP are automatically eligible for EmPower+ tier 1

EmPower+ tier 1

The incentives don’t stop there for low income EmPower+ eligible residents, which is those with less than 4 units in their building (yes tenants are eligible too) who also purchase energy from National Grid or other similar energy companies and pay SBC (or have oil propane, or kerosene), and have income below 60% of the state’s median income. This is also the same eligibility for H.E.A.P the Home Energy Assistance Program and those in S.N.A.P are also automatically eligible. For more specifics, you can visit NYSERDA’s  website here. Based on the energy assessment EmPower+ can provide many no cost energy efficiency upgrades including insulation, air sealing, and high efficiency lighting. They also offer to replace low efficiency older refrigerators and freezers as well as offering financing for heat pumps. EmPower+ Tier 3

EmPower+ for moderate income is open to more New Yorkers with higher limits on who is income eligible. This program offers the same free assessment of your home's energy use and offers financing for those eligible to complete the work. This financing can be up to 50% of the cost on eligible upgrades. This program can also assist multi-unit homeowners with income eligible tenants. Those with 2-4 units and eligible tenants can receive discounts on energy efficiency upgrades up to $10,000.
